Surface largely was the brainchild of Steve Ballmer, the last CEO of Microsoft, and it resulted from a similar thought process that created Zune. In other words, the OEMs weren't building a product that was competitive with Apple, and Microsoft got frustrated and felt it could do a better job. In both cases, the conclusion that ultimately should have been drawn was that OEMs alone weren't at fault. However, that didn't mean Zune had to fail -- nor does it mean Surface will fail. Microsoft recently established a .Net foundation and open sourced substantial parts of the popular programming language, continuing to spread its newfound love for open source software. However, it's another movement -- devops -- that may be more of a driving factor in Microsoft's .Net move. In establishing the independent .Net Foundation and making more key pieces of .Net open source, Microsoft was promoting collaboration and community, it said. Many open source technologies exist for .Net, including the recently released .Net compiler platform codenamed "Roslyn."

The agreement is the first of its kind. The group is attempting to reboot the International Sun-Earth Explorer, a satellite originally launched in 1978 to collect information on the solar wind that streams toward Earth. The craft completed that mission in 1981 and got a new assignment. As the International Cometary Explorer, it was used to study two comets.

The vetting is designed to prevent suppliers from using their products to control, disrupt or shut down clients' systems, or from using the systems to scoop up information. Plus, Microsoft has had plenty of time to smooth the rough edges from Windows 8 and build a more competitive mobile device... . So what's great -- or overblown -- about the Surface Pro 3? And can it really be a laptop replacement?
